Department of Defense Directive 6485.02E: This directive, titled “Human Immunodeficiency Virus (HIV)/Acquired Immune Deficiency Syndrome (AIDS) Prevention: Support to Foreign Militaries,” November 7, 2006, directs the following:

Assignment of responsibilities within the Department of Defense for participation in global HIV/AIDS prevention support to foreign militaries, consistent with Public Law 108-25.

Designation of the Secretary of the Navy as the DoD Executive Agent for the technical assistance, management, and administrative support of the global Department of Defense HIV/AIDS Prevention Program (DHAPP) with foreign militaries in accordance with DoD 5101.1.

Establishment of a Coordinating Board for DoD international HIV/AIDS activities with foreign militaries, consistent with DoD Directive 5105.18.
